Trudy, 

A number of the datasets we are writing up metadata for  don't really fit 
into any of the offerings for Element number 11, the specialized Data 
Category Designation.
Many of the items are lookup tables (like the Individual 108th 
Congressional districts Geographic Relationship Tables).  Do we just check 
"other"?
I had thought to have them designated as "statistical", but we're not 
really happy with that, as the description is:

These tables show the relationship between the congressional districts and 
the legal and statistical areas for which census data is tabulated. There 
are no tables for the one-representative States (Alaska, Delaware, 
Montana, North Dakota, South Dakota, Vermont, and Wyoming) or for the 
statistically equivalent areas of non-voting delegates (The District of 
Columbia, American Samoa, Guam, Puerto Rico, and the U.S. Virgin Islands).

What do you think, "other"?
