In Connecticut, Hawaii, Illinois, Louisiana, Maine, Maryland, Massachusetts, New Jersey, Ohio, and Puerto Rico, the Redistricting Data Program (RDP) participant did not define the SLDs to cover all of the State or State equivalent area.
